The civil memorial service at the Drama Theater lasted until 11 o'clock, after the farewell speeches, people continued to gather at the building. The commemoration was held in the Kristall business center built by Kirovsky SSK. Denis Krutikhin was buried at the Novomakarevsky cemetery.

In 2011, in relation to Tuinas O.S. accepted for production a new criminal case for concluding fictitious lease agreements with NPOU «Kirovo-Chepetsky USC ROSTO», as a result of which Tuinas Oh.C. significant damage was caused to the municipality. In 2003, Russkikh A.M., being the director of Ecoline-plus LLC, entered into an agreement with the municipal formation "City of Kirov" for the trust management of municipal property in the form of the building "House of Life", located at the address: Kirov, st. .Vorovskogo, 43. At the same time, Ecoline-plus LLC was obliged to manage municipal property, help increase the municipality's income from its property and ensure the flow of these incomes to the city budget. OOO Raduzhninskaya TGC in June 2011 unreasonably stopped the supply of hot water to the housing stock of the microdistrict. Sandalov L.V. - an individual entrepreneur, founder of several commercial structures, in particular, Kirov AutoTechCenter LLC, Autorepair Technologies LLC, Motor Travel Agency LLC, Kirovtrans LLC, Taxi Movement LLC, Auto-Trade LLC, LLC Avtolend, Accident Commissioner LLC, as well as the General Director of Motoravto CJSC and Motoravto LLC.

Having gone through many career stages over the years of service in the police, one of which, according to some sources, was the position of the head of the city medical sobering station, Sandalov L.V. formed far from the most positive opinion of himself among many colleagues and subordinates.

There is every reason to believe that Sandalov L.V., using the powers of the head of the regional traffic police department, contributed to the allocation to private commercial structures of land plots that were previously under the jurisdiction of the Internal Affairs Directorate of the Kirov Region and located in close proximity to the building of the MREO STSI for the construction of buildings and their subsequent commercial exploitation, for which he received "gratitude" in the form of highly profitable real estate, which brings considerable income.

The validity of this statement can also be confirmed by the fact that some commercial structures are currently registered and operating in these buildings, the founder of which, after the end of service in the internal affairs bodies, was Sandalov L.V.: Kirovtrans LLC and Kirov AutoTechCenter LLC ".

Of interest are the relationships between Sandalova L.V. with the infamous "blogger" and "auto-lawyer" Dolgikh Anton Vitalievich, who during the campaign for the election of deputies of the Legislative Assembly of the Kirov Region in March 2011 represented the interests of Sandalov L.V. as a candidate for MP in the courts and was a member of the Territorial Election Commission of the Novovyatsky District with the right of an advisory vote, appointed by him.

There is every reason to believe that L. V. Sandalov, using his connections in the regional traffic police department, provides A. V. Dolgikh, who positions himself as an “auto-lawyer”, with assistance in his activities, the essence of which is to defend in court , law enforcement and administrative bodies in the interests of clients, as a rule, deprived of the right to drive a vehicle for various extremely serious violations.

A certain part of the fee paid by clients Dolgikh A.V. in the case of a positive outcome (the amount of the fee reaches 100 thousand rubles or more), according to unverified data, Sandalov L.V.

In addition, there is information that Sandalov's henchman L.V. as head of the regional department of the traffic police, the aforementioned Ustsov A.The. at a meeting with subordinates, he gave them recommendations “not to get involved” with Dolgikh A.V., who, as you know, often threatens ordinary traffic police officers, referring to his connections in the leadership of this department.

It should be noted that Dolgikh A.V., entering the environment of Sandalov L.V. and using a certain patronage on his part, he had previously been prosecuted.

In 2005, Dolgikh A.V., being a private entrepreneur, illegally received a loan from the Kirov branch of CJSC Raiffeisenbank, and soon stopped paying both interest on the loan and the principal, thereby causing damage to the specified bank in the amount of more than a million rubles . Also Dolgikh A.V. was accused of committing financial transactions and other transactions contrary to the law. The Electoral Commission, after checking the signatures submitted by them and finding a large number of unreliable signatures in them, refused Dolgikh A.V. in registration as a candidate for deputy, after which he made a scandal in the premises of the commission, interfered with its work, expressed open threats against members and employees of the commission, made loud political statements in which he spoke negatively about the candidate for the post of President of the Russian Federation Putin V.V. and the United Russia party.

Returning to Sandalov L.V., it should be noted that there is information according to which, using his contacts in the regional department of the traffic police, he provided patronage to a group of entrepreneurs who carried out illegal transportation of passengers on the official routes of urban passenger transport.

One of these entrepreneurs is the owner of a whole fleet of buses Mikhail Leonidovich Berezin, a candidate for the Kirov City Duma from the Communist Party. The latter, in particular, carried out illegal activities for the transportation of passengers along the city route No. 60. This fact was established by the Arbitration Court of the Kirov Region. Also, the prosecutor's office of the Leninsky district of the city of Kirov revealed the facts of the implementation by Berezin M.L. entrepreneurial activities for the transportation of passengers in violation of the conditions, in particular, without observing the rest regime for drivers, for which, by the decision of the Arbitration Court of the Kirov Region, he was brought to administrative responsibility.

In addition, Berezin M.L. is one of the founders of Berkut Auto LLC, the director and co-founder of which is another candidate for the Kirov City Duma from the Communist Party of the Russian Federation, previously convicted Oleg Stanislavovich Tuinas.

In 1993-1997, Tuinas O.S., being the executive director of the Kirov Public Organization of the Disabled, repeatedly committed criminal acts, namely: misappropriation and embezzlement of the property entrusted to him on a large scale, fraud and forgery of documents.

In 1998, the Pervomaisky District Court of Kirov Tuinas O.S. was convicted for these atrocities under Art. 160, part 3, p. "b", art. 159, part 3, p. "b", Art. 327, part 2, of the Criminal Code of the Russian Federation and sentenced to imprisonment for a term of six years to be served in a correctional colony of general regime.

In 2011, in relation to Tuinas O.S. a decision was made to initiate a criminal case and accept it for production. The reason for initiating a criminal case was a statement received from the Department of Municipal Property Affairs to the UBEP Department of Internal Affairs of the Kirov Region in August 2010, which stated that Tuinas O.S., being the director of Vyatka NPO LLC, in order to reduce rent for the use of a land plot, which was supposed to be paid to the account of the Department for Municipal Property Affairs, he concluded fictitious lease agreements for a number of premises with a non-state educational institution - NPO Kirovo-Chepetsky USC ROSTO, but on the basis of which he received benefits for paying rent payments. As a result of these actions, Tuinas Oh.C. significant damage was caused to the municipality. In fact, he stole almost 2 million rubles from the city budget. Returning to the criminal case of Russkikh A.M., which ended for him in 2010 with a guilty verdict, it should be noted that one of the witnesses in it was the above-mentioned Kurashin M.V. - Deputy Chairman of the Legislative Assembly of the Kirov Region from the Just Russia faction, whose elder brother is another candidate for the Kirov City Duma from the Just Russia - Kurashin Dmitry Vyacheslavovich, assistant to the deputy of the State Duma of Russia Doronin S.A.

Kurashin D.V. For many years he was associated in his official activities with CJSC Kirov-Pharm, being its employee.
