But the story turned out to be so loud that even the all-powerful party in power did not dare to allow Slipenchuk to vote. The scandalous story with the official declaration of the parliamentarian also added fuel to the fire.

The Investigative Committee even opened a criminal case on this matter. In his declaration, Mr. Slipenchuk indicated that as of December 31, 2010, he had 160 thousand 831 rubles in his account with CB Rosbank, and more than 1.8 billion rubles with CB OBI-Bank (now YAR-Bank) rub.

Nevertheless, as follows from the materials of the criminal case, three months later, the deputy’s assistant Sergey Veselovsky, by proxy, withdrew €5,437,110 from his account in Rosbank, and the deputy himself took €16 million from OBI-Bank. As it turned out later, out of all this Mr. Slipenchuk lent €20 million at the beginning of March 2011 to his business partner Tatyana Balzamova.

According to the latter, the founder of the Municipal Development Fund, Mikhail Koryak, who introduced himself as an assistant to the then Deputy Prime Minister Vladislav Surkov and the chairman of the board of directors of the state company Rosneft, suggested that Ms. Balzamova put this money in the cells of Sberbank.

Moreover, they were issued to the deputy Slipenchuk. Subsequently, having paid Ukrainian officials, the woman expected that they would buy gas from her enterprises, and at the same time ensure its transportation to Western European countries.

However, the deal did not take place - on March 31, the money was stolen from Sberbank, and on June 12 of the same year, in Ukraine, Ivan Martynov, a former GRU special forces officer, tried to shoot Balzamova, who later testified that he acted on the orders of the criminal "authority" Sultan Sigauri (both were convicted 10 and 12 years respectively). Mikhail Koryak, who fled to the United Arab Emirates, has not yet been extradited to Russia.

Here is such a banker and ex-deputy Mikhail Slipenchuk. And how the story with his bank will end (and no one doubts that he really rules there) is a very big question. At the very least, Afonins have been kept behind bars until now.

Slipenchuk is still at large. Bye. But how long will he stay there? After all, it is not known how else the MAB case will turn. Is it facing Mikhail Slipenchuk?

According to analysts, in the event of the loss of parliamentary immunity, the scandalous and still current State Duma deputy may lose his freedom. Which makes the forthcoming elections paramount for him, so much so that, according to some estimates, about a quarter of a billion rubles have already been invested in the election campaign - an unprecedented amount for Buryatia.

The idea that immediately after the unsuccessful elections Slipenchuk may be taken up by law enforcement agencies, experts are prompted by both the latest news and an analysis of the activities of the businessman - deputy in recent years. Oddly enough, but major public problems with Mikhail Viktorovich began by the end of his first term in the State Duma, at a time when the "muddy oligarch" practically became a "statesman." The scandal with offshore companies, the bankruptcy of the International Joint Stock Bank, which kept almost 7 billion of the money of the state diamond exporter, the high-profile case of Tatyana Balzamova, which ended more than strange or has not ended yet. In my opinion, it's too much not only for a public politician, but also for a businessman trying to keep up in the light of day.

A coincidence or just karma, according to the laws of which the future is formed from the mistakes of the past? Until 2011, little was known about Slipenchuk. He got rich at the expense of capital, which he earned from the sale of several cans of caviar in France, before entering Buryatia, he rode the first persons of the state and friendly countries on the MIR deep-sea submersibles along Baikal, bought an airport, registered in Eravna. Everything is very decent, except for the periodic cries of environmentalists. But then they are environmentalists, I guess.

And only recently, news began to fall out into the public plane, as if from a cornucopia, slightly opening the veil of secrecy over Slipenchuk's past. Moreover, against this background, the businessman did not observe an open confrontation in business, and even more so in the political field, for five years in the State Duma, Slipenchuk has established himself as a systemic and manageable parliamentarian. So, to whom was it profitable to deliver so much trouble to the deputy?

It turns out, only the security forces. Moreover, some episodes from the life of Slipenchuk, which became public, happened quite shortly before the State Duma and the receipt of parliamentary immunity. So, maybe the character has been in the field of view of law enforcement officers for a long time, and the deputy mandate greatly hinders them from getting to the bottom of the matter? Already very confusing and still unresolved are the cases in which the deputy found himself in the cycle. Moreover, they are all interconnected.

Take, for example, a Hollywood-worthy episode with Mrs. Tatyana Balzamova, Slipenchuk’s business partner, who was allegedly almost killed by Chechen scumbags after being robbed of 20 million euros, which were given to Balzamova by Slipenchuk to resolve the issue of gas supplies from Russia through Ukraine to Europe. The high-profile names of Surkov, Sechin and even the former President of Ukraine Yanukovych appear in the case.

On the fact of the attack on Balzamova, two people: the direct perpetrator and the customer have already been convicted and are in prison. According to media reports, these citizens are hardened criminals and are part of one of the Chechen organized crime groups. At the same time, unnamed sources in law enforcement agencies report that the main thing in this case is not an attempt on Balzamova, which could not have happened. In fact, it is hard to believe that the woman managed to get away from the former GRU commando, being in the same car with him on the deserted highway Kyiv-Chernihiv. The gun misfired twice. Well, it happens, I guess. The main thing is the 20 million euros missing from Slipenchuk's bank cell and everyone who is behind it.

What's wrong with them? Firstly, judging by the declaration of Mikhail Viktorovich for 2011, the deputy did not have such an amount to lend to his friend Balzamova at that time, at least in those banks that appear in Slipenchuk's testimony in this criminal case. Here, either the testimony is false, or the declaration is exaggerated. So far, Slipenchuk has not received a clear comment on this, however, the security forces themselves, in their unambiguous leaks to Kommersant, indirectly made it clear that this circumstance is annoying them.

Slipenchuk, in turn, also tensed up, declaring for the first time that the security forces have no right to do anything and check while he has parliamentary immunity. Coincided? I do not think. It is also important that information about the inspection of the Investigative Committee arose immediately after the February revocation of the license from a small but very pretentious bank owned by Slipenchuk MAB (International Joint Stock Bank), to which we will return.

In February 2016, another important event happened. Tatyana Balzamova's claim was denied. It turned out that after almost five years, the “miraculously surviving” businesswoman nevertheless decided to get a return of 20 million euros. And in a very curious way, she sued Sberbank, from whose cell this money was stolen. But the court rejected the claim on the basis that, firstly, the statute of limitations had expired, and secondly, Balzamova was not a victim in this situation, since the money disappeared not from her cell, but from Slipenchka's cell.

It is worth recalling that legally the money was not stolen, it was taken by a certain Pavel Makarov, who provided not only a notarized power of attorney from Mikhail Slipenchuk, but also the originals of the cell lease agreement.

Things are getting more confusing, right?

Slipenchuk, of course, said that he did not know about any Makarov and did not issue a power of attorney to him. And, here, the notary Lyubov Yakusheva, according to the materials of the case, fully confirms the fact of the issuance and power of attorney and the original documents. So, there was no theft after all? Isn't this the reason for Slipenchuk's unwillingness to return his 20 million euros, after all, the amount is rather big. Why is Balzamova filing a lawsuit against Sberbank about the loss of money after so many years, and not the legitimate victim in this case?

Do not forget that one of the defendants in the case, a certain Mikhail Koryak, who, according to Balzamova, was the main organizer of this scam, is currently hiding in the UAE. At the same time, Koryak has a lawyer who is actively involved in the case. Also very atypical, for scammers and thugs. There is a feeling that the point in this matter is very, very far away.

Suppose if there was no robbery and attack, where did the 20 million euros go? Whose were they and to whom were they intended? And why was it necessary to invent a wild story with gas and Yanukovych? What are the Chechen thugs sitting for, and why didn't Koryak run away, but continues to cooperate with the investigation, only from a safe distance? These questions, apparently, should be answered by the investigation after the investigative measures: searches and interrogations, which is quite difficult to do with Slipenchuk's parliamentary immunity. But the role of Slipenchuk in this case, which has hitherto been artificially downplayed in custom publications to the point of "bred a gullible sucker", is seen as much more serious.

Let's return to MAB, whose license was revoked in the same February, and with which law enforcement officers somehow connect the Balzamova case. The bank is small, it is only in the third hundred in the country. However, there is another equally wild story connected with him. As it turned out, the bank was the custodian of a large deposit of the state enterprise Almazyuvelirexport in the amount of about seven billion rubles, which by the time the license was revoked was stolen to the last penny. The investigation suggests that top manager of the enterprise Viktor Afonin and his brother Boris are involved in the case. Since May 2016, the brothers have been in jail. Recently, their pre-trial detention was extended until October.

The theft of the diamond deposit proceeded by issuing loans to fly-by-night companies. And this simply could not have taken place without the participation of the owner of the bank. It is curious that, according to the card of the Central Bank, the person having a significant impact on this bank, in the amount of 68%, is our Mikhail Viktorovich Slipenchuk. He, of course, as always, denies everything. So, in an interview with Kommersant, he said - "The Metropol group did not conduct any commercial activities with this bank and did not place funds there."

Although, in 2007, regarding the purchase of 68% of MAB, in an interview with Vedomosti, Slipenchuk said something completely different.

“We will develop the banking network in the group - on the basis of Obibank (an asset of Metropol that already existed at that time) and MAB a. We will increase the capital of both banks for our convenience and the convenience of our customers. As a client, I have to work with large banks because Obibank is too small. Both banks will develop in the regions where the Metropol Group operates.”

Slipenchuk acquired MAB by the preemptive right of one of the founders for 469 million rubles, he got a minority stake, obviously, from the time when the main client of MAB a, FSUE Almazyuvelirexport, was the founder of Metropol itself. Apparently, contrary to Slipenchuk's statements, he has much more in common with MAB, through which state money flowed, and with Almazyuvelirexport itself.

Today, the Almazyuvelirexport business has begun to spin with renewed vigor. Literally last Friday, security forces raided one of the central offices of the Central Bank in Moscow. And this means that the investigation believes that the Afonin brothers had accomplices in the structures of the regulator. It is obvious that the version of accomplices in the management of the bank itself has long been worked out by the investigation, perhaps today it ran into Slipenchuk's parliamentary immunity and went around, so to speak, from above.

Judging by the case of Balzamova and Almazyuvelirexport, the interest of the security forces in the person of Slipenchuk is obvious. One person can’t get so smartly “lucky”, which means there is a certain system that needs to be sorted out.

Nevertheless, all of the above already makes one doubt the purity of Slipenchuk's business reputation. The love of a businessman for risky ventures based on "public-private partnership" can go sideways, considering what large-scale projects Slipenchuk managed to "climb" into, having received a deputy mandate from Buryatia. Development of the Arctic shelf, waste incineration plants based on Russian-Japanese partnership, projects in Buryatia.

Now it becomes clear that it was not Panamanian offshore companies that caused Slipenchuk to be removed from the primaries of United Russia. Dorosh was appointed by the decision of the Supreme Council of the LDPR acting. coordinator of its Buryat regional branch on March 11, 2016. According to the delegates with whom they managed to talk, party members do not want to have anything to do with Mikhail Slipenchuk, and even more so to agitate for him in the upcoming September elections to the State Duma from Buryatia. Further, the events of the strange conference moved to the office of the BRO LDPR, located on Ranzhurova Street, 1.
