Vadim Potomsky was born on August 12, 1972. Grew up in the family of a teacher and a soldier. Potomsky spent his childhood in the Turkmen city of Mary, where his father served in the military. In 2009, Potomsky was elected secretary of the St. Petersburg Regional Committee of the Communist Party. Well, the most notable criminal associate of Vadim Potomsky, the person whom he repeatedly publicly called “his friend”, with whom he traveled to the Patriarch of Serbia and filmed for TV at the Russian-Slovenian business forum, was Mikhail Ivanovich Sokolovsky. This is the same citizen who, at a meeting of the Oryol City Council, spoke about the monument to Ivan the Terrible, which costs 25 million rubles to erect. It all started in 2005, when Mikhail Ivanovich was the vice-governor of Koryakia. And then a third conviction followed: in 2005, the Dorogomilovsky District Court of Moscow, Mikhail Sokolovsky, Potomsky's future friend, was sentenced to five years and eight months in prison in a strict regime colony for fraud on an especially large scale.

Where did the communist Potomsky get such a craving for criminal personalities? After all, there was also a certain Vladimir Makarchuk, who in 2014 was invited by Governor Potomsky to lead the regional state property department. But then it turned out that he was a fraudster with a fresh conviction and a fine of half a million rubles. Then, after the scandal with the sealing of the office, Vice Governor Mikhail Babkin, who was in charge of the economic bloc, quickly fled the region.

“Tell me who your friend is, and I will tell you who you are,” the proverb says. At the very beginning of the article, we noted that Gennady Zyuganov's henchman, Potomsky, really does not want to go to jail. And he does not want to forcibly leave the governor's seat. And he even protested against the fact that the question of trust or distrust is raised by the president, and not by the abstract "people."

In an interview posted on the website of the Leningrad regional branch of the Communist Party, he asked: “What should the governor do to lose confidence? And if the people elected him, then why does the President make the decision to lose confidence?” That's why he accepts, citizen Potomsky.

And the latest news from Orel is completely amazing, the defendant in a high-profile criminal case, the general director of the Orel Agency for Housing Mortgage Lending (AHML), 97.4% of whose shares are owned by the region, Sergey Kochergin, was also hired with a criminal record. The defendant openly stated that he came to this position at the invitation of the governor of the Oryol region.

In order not to be unfounded, we will cite a specific segment from the decision of the Oryol Regional Court dated November 9, 2016: “By a court verdict, Kochergin S.A. found guilty of committing a crime, under subsection. «in» h. 2 Article. 160 of the Criminal Code of the Russian Federation (“Assignment or embezzlement, that is, theft of another's property entrusted to the guilty, committed using one's official position”), with the imposition of a sentence of imprisonment for a period of 3 years suspended with a probationary period of 3 years.

As it turned out later, Mr. Kochergin had also previously been convicted in Orel, and the governor of the region simply could not have been unaware of this. We note this in case the official again insists that "I am not me and the house is not mine." After all, all sorts of negative information about the governor pops up every week. And there is no need to carry out a journalistic investigation in order to find out about all the pitfalls of the governor of the Oryol region. Only, after all, someone appointed the director of Sergei Kochergin. In addition, all companies that have ever been associated with the "director" won all tenders and received the most tidbits. Is it because, as it turned out later, Kochergin, previously convicted of embezzlement, liked Potomsky because of his ability to properly distribute financial flows?

But if Sergei Kochergin was previously convicted under Article 160 Part 2, now, as they say, he has upgraded and now he is charged with at least parts 3 and 4 of the same article. It turns out that the staff selected by the governor does not stop there. And in general, the Oryol region is a whole organism in which the distribution of budgetary funds takes place every day. The money is transferred to the regional leaders, according to the protocol of interrogation of the director of the Municipal Unitary Enterprise Ritual and ritual services of the city of Orel, Ekaterina Sagittarius, in bundles or bags with alcohol.

But with the advent of the team called by Mr. Potomsky, more modern technologies began to be introduced. The same Mrs. Sagittarius noted in her testimony: “Sometimes we transferred the funds received from entrepreneurs to Mukhanov O.V. (trustee of the governor) by bank transfer. As far as I remember, part of the money was transferred ... to the card of Mukhanov's wife O.V. - Svetlana.

But Sergei Kochergin, apparently, was very angry with his “head” and at the same court session told reporters that Vadim Potomsky and the head of the Department of State Property and Land Relations Andrey Sinyagov were the customers who ordered the criminal prosecution against him. In addition, the defendant said that he provided the investigators with a number of evidence about the criminal activities of the government of the Oryol region. The strange thing is that there was no response from Vadim Potomsky. Perhaps the governor does not want to once again confirm his attitude to this criminal case.

And in fact, the same evidence began to slowly creep across the region. We are talking about printouts of withdrawals from a certain Sberbank Visa Classic card, as it turned out later, representatives of the investigation actually have this documentation. Yury Lebedkin, editor-in-chief of the Oryol newspaper Krasnaya stroka, notes: “As far as I have heard,” Yuri Viktorovich said, “these printouts are indeed at the disposal of law enforcement agencies. The plastic card was issued to Sergey Kochergin's business partner Mikhail Timakov. When Kochergin headed AHML in Orel, Timakov became the general director of a well-known company - a counterpart of ASK Engineering. How the card issued to him got (and did it?) get to the trusted people of the governor, I can’t say: it’s up to the investigation to find out. And who personally paid with the card, for example, at the National in Moscow, I also do not know. But they say that the investigation already has a photo of one character ... "

We only add that the first one and a half million rubles to the Timakovo account, a copy of which is at the disposal of the editorial office, were received in August 2015. Coincidentally, it was at that time that Sergei Kochergin began to “settle down” in AHML. The next three million are credited in October and November. They withdrew money on different days and in different amounts from 100 to 147,479 rubles. In my opinion, this is usually done by those who received the amounts "dishonestly", thinking that they cover their tracks ...

There is nothing to hide here, each subordinate of Vadim Potomsky has his own function, to monitor this or that cash flow and increase income accordingly. Big money was spinning in AHML, Sergey Kochergin was given the opportunity to attract “friendly” structures to him to carry out profitable contracts. If now the defendant had correctly used the resources, the administration of the region would have become much richer, and this, of course, Vadim Potomsky understood. For example, the governor called members of the Izborsk club to the region. To bring them, perhaps, to pay per diem, to accommodate, to drink - to feed - it's not cheap at all.

On January 16, 2016, Sergey Kochergin, as a social burden, suddenly became the chairman of the Oryol regional branch of the Izborsk club. And it seems that he paid for everything that was connected with its functioning. It can be assumed that not only from personal funds ... For example, almost a year ago a theatrical performance was released on the regional TV channel, this action took place in the office of Mr. Potomsky:

But the story of Vadim Potomsky does not end there either. On July 28, 2016, Kochergin, together with Potomsky, met with Patriarch Kirill! But a month later, the holy spirit disappeared, a criminal case was initiated against Sergei Kochergin, then he was charged and taken into custody. So the money spent on the reception of public figures seems to have gone sideways to Mr. Kochergin, and the Oryol branch of the club practically ceased to exist with his arrest. The question remains, why did Vadim Potomsky do this with his ward, a professional in the field of fraud. You have lost a valuable shot, Vadim Vladimirovich, for your team! Only now it is obvious that Mr. Kochergin opened a rather strong wound. Sooner or later, employees of the Prosecutor General's Office will pay attention to account statements.

It is obvious that the current crisis will seriously hit the regions, which is fraught with not only purely economic, but also socio-political risks. The presidential administration is seriously considering such a scenario. As it became known, at the end of February, the heads of regions prepared and submitted to the Presidential Administration full reports on the state of the subjects, already taken and planned anti-crisis measures. Employees of the internal policy department of the presidential administration prepared their reports, providing alternative information on the state of affairs in the regions.

We have at our disposal several such reports, the authorship of which, as it seems to us, belongs to high-ranking officials of the administration.

One of them is dedicated to the Oryol region - the most backward region of the Central Federal District, about the "communist" governor of which Vadim Potomsky we have already mentioned in connection with attempts to command the investigating authorities and attempts to evade answers to questions about the possible criminal past and present of his family (see No. 24 of March 11, 2015).

On the verge of default

For the first time, the Oryol region, the AP experts note in their report, showed the maximum level of the budget deficit for 2015. The total budget expenditures will fall by 10% and will be less than expenditures by 2.4 billion rubles.

Failure is also planned in the field of import substitution in the agricultural sector: “<...>in 2015 it is planned to reduce production: sugar beet - by 25%, potatoes - by 10%, milk - by 214.7 thousand tons<...>».

The volume of imports from foreign producers by 2017 will be increased to $958 million per year (against $893 million in 2013).

The total debt of the Oryol region, according to the RF Ministry of Finance, approached 15 billion rubles.

In this regard, the increase in the administrative and managerial apparatus from February 1 of this year looks inexplicable, the report says: the structure of the regional government provides for 10 departments and 17 departments, and budget expenditures for the maintenance of officials of the regional government and its subordinate structures in 2015 will increase by 50 million rubles.

In the same 2009, the Bagdasarovs gained another asset - Vsevolozhskspetstrans LLC, whose statutory goals included the removal and disposal of solid waste for the needs of the administration of the municipality and structures controlled by it. According to the federal register of government contracts, in the period 2010-2014. this company provided services to the municipal structures of Vsevolozhsk for a total amount of about 140 million rubles. According to the company's financial statements under RAS, more than 90% of the company's revenues were funds received from budgetary sources.

The address of Vsevolozhskspetstrans LLC coincides with the address of a company identical in name and statutory purposes (VST), where Lyudmila Bagdasarova has more than 90% of the shares in the authorized capital. However, unlike its “brother”, in reality, the range of activities of VST is much wider - in addition to garbage collection and processing, the company was engaged in the construction and repair of large facilities.

According to the federal register of state contracts, in the period 2011-2015. VST concluded 62 contracts for such types of work as repair of highways, work on the organization of the sanitary maintenance of the street and road network, the installation of concrete slab sidewalks, etc.

The total cost of government contracts received by Vadim Potomsky's aunt's company exceeded 280 million rubles - this money also provided more than 90% of the company's revenue for the specified period.

In addition to construction and waste collection enterprises, Lyudmila Bagdasarova also has a share in other businesses, for example, in the Coordinating Center for Assistance to Law Enforcement Agencies North-West LLC. This organization does not work directly with budgetary funds, but its name probably speaks best of all about its goals and objectives...

Vadim Potomsky's sister, Lyubov Potomskaya, according to the SKRIN information base, after her brother left for the Legislative Assembly of the Leningrad Region, for some time headed the Vsevolozhsk Municipal Management Company. The son-in-law of Vadim Potomsky, Artem Daineko, did not remain without state contracts. According to the federal register of state contracts, his company Lenkvarts LLC received two contracts for the construction of foundations and pavements from asphalt concrete mix for the administration of the Vsevolozhsk district. In the Oryol region, the structures of the family of Vadim Potomsky have so far shown themselves to a minimum - the matter was limited only to the registration in the city of Orel of ADM IMPEX LLC by relatives of Vadim Potomsky on his wife's side, bearing the surname Agababova: father-in-law, Rafael Rubenovich, as well as his wife's sister and mother-in-law - Anna and Valentina Agababov. The potential scope of this modest LLC, judging by the types of economic activity, is truly inclusive: trade in non-agricultural intermediate waste and scrap, wholesale of a general range of goods, non-food consumer goods, machinery and equipment. While the family of Vadim Potomsky is still earning money from the budget of the Vsevolozhsk district, a pool of St. Petersburg companies is being formed in the Oryol region, mastering federal funds.

Another major customer of the Oryol region is the State Unitary Enterprise "Road Service". Among his contractors there are also curious companies.

For example, Olimp LLC in the fall of 2014 signed two contracts with a “service” with a total value of more than 50 million rubles for the construction of several facilities in the region. In the winter of 2014, the "service" signed two contracts worth 63 million rubles for the construction of a bridge and flyovers with the Tula LLC "REM", which had never worked with government agencies in the Oryol region before.

Another builder of bridges for the needs of the “service” is the Bryansk Stroyservice-M LLC, an entrepreneur Vladimir Martynov, who was in contact with Potomsky in the election campaign for the post of governor of the Bryansk region in 2012. The company signed a contract worth 66 million rubles with State Unitary Enterprise Road Service.

One of the largest contractors of the "service" in terms of the supply of products from stone, clay and sand pits under Vadim Potomsky was the Moscow Armada LLC - a company established at the end of 2013 by a certain Svetlana Sergaeva, the next year received orders in the amount of 41 million rubles. Only Tantal LLC, founded in February 2013 by a certain Zhanna Babkina, earned more (about 60 million rubles) from the supply of a similar type of product.

Babkina's company, adjusted for the time of its creation, is one of the few Oryol enterprises that received funds from the budget of the Oryol region and, as a result, paid taxes to the local budget.

But if we sum up the contracts that flowed to the north-west with the advent of Potomsky's team, we get more than a billion rubles, and this amount is constantly growing. The taxable base of the Oryol region, respectively, is melting.

This is a quite obvious reason for the difficult situation in which the region has already found itself and which in the near future may well lead to the very aggravation of the socio-political situation. In Moscow, obviously, everyone understands this better, but Vadim Potomsky, apparently, will have a difficult choice between the interests of the family (in this case, without quotes) and the responsibility that today falls on the governors.

Personal life of Vadim Potomsky

Vadim Potomsky met his future wife Natalya during his life in the city of Mary. Her family had just moved there from Ashgabat. The young man liked the new student - they began to communicate, and when the Potomskys moved to Vsevolozhsk, they kept in touch by correspondence.


They got married in 1991, and three years later the eldest daughter, Ilona Potomskaya, was born. Subsequently, the youngest daughter Eleonora (born 2003) and son Vladislav (born 2009) appeared in the family.

Ilona Vadimovna is a former employee of the administration of the St. Petersburg Region. Her husband, Artem Daineko, has a common business with Potomsky.


Vadim Potomsky has an older brother, former secretary of the Ukrainian Embassy in Moldova, was also an employee of the SBU, and the State Border Guard Service of Ukraine; and a younger sister who worked in the government of the Leningrad region. Now she heads the Federation of Motor Sports in the Vsevolozhsk District, was a co-founder of OJSC Volna, where in the period from 2011 to 2015 she signed more than 150 contracts worth over 360 million rubles.

In September 2017, Vadim Potomsky resigned of his own free will two years before the actual expiration of his term, after which, by decree of Vladimir Putin, he was appointed deputy plenipotentiary representative for the Central Federal District. In his new position, the official oversees environmental issues (in particular, those related to the activities of landfills and nuclear power plants).
